INTRODUCTION:
The report comprises the activities of PCO-Liberia from July 22- August 15,2007. However, I am very delighted to firstly extend my profound gratitude to the executive director of the population caring organization (PCO) for my appointment as country director of PCO- Liberia. I can assure you that I shall discharge my duties and responsibilities as stated in my letter of appointment with commitment, dedication and devotion.
The Activity Report is sub-divided into three major headings namely, Country Director visit to the youth center in Caldwell; Country Director meeting with the coordinator at UNMIL civil Affairs office responsible for Quick impact project, and the Hiring of a lawyer to help retrieve PCO multi-purpose youth center.
(1) COUNTRY DIRECTOR VISIT TO THE YOUTH CENTER
In line with my duties to ensure the full protection of pco properties in Liberia, I visited pco youth center located on the Sims Community campus, Township of Caldwell, Republic of Liberia. Rev. Joe Cheyetee Jarwleh accompanied me to the center. We concealed our proper identity but rather posed ourselves as community residents who are in search of information pertaining to the center. We observed that the individuals who are illegally operating the center have changed pco name to “AFRICAN CHILD PEACE INITIATIVE” The writing on the walls of the building reads! “ UNMIL QUICK IMPACT PROJECT”
We interviewed the so-called program officer in person uncle Pee to obtain more information about the center. He revealed that the center was constructed in 2006; he named executive director of the center as Alvin N. Poure. The building in fence with white and blue paint on it. It has a computer Lab, Library and Resource center, HIV/AIDS room, Peace education room, Director office, Toilet and a big Hall. He further said the center is currently carrying on computer program, Peace education program HIV/AIDS Counseling and student empowerment program
(2) COUNTRY DIRECTOR MEETING WITH THE COORDINATOR AT UNMIL CIVIL AFFAIRS OFFICE FOR QUICK IMPACT PROJECT
In other to get of the support of UNMIL civil affairs office who constructed the youth center of PCO Liberia, Rev. Jarwleh and I met the coordinator Mr. Aloysius Taylor the coordinator admitted that the youth center was constructed by UNMIL upon the request of Montserrado County Assistant Superintendent for development, Mr. J. Momolu Bass for the use of PCO-Liberia. Having briefed the coordinator on the events obtaining at the center he regretted the situation and said as far as UNMIL is concerned, the center was constructed for the PCO-Liberia.
(3) THE HIRING OF LAWYER TO HELP RETRIEVE PCO-LIBERIA MULTI-PURPOSE YOUTH CENTER
With respect to the illegal manner the youth center is being possessed by some unlawful persons, and considering the criminality involved by changing PCO-Liberia to another name, we decided to hire a lawyer in consultation with the executive director of PCO, Mr. Dolo to help us retrieve the property. In view of the above mentioned, Cllr. Viama Blama, a renown Liberian lawyer, has consented to provide legal counsel to PCO-Liberia. He has already begin by inviting Alvin N. Poure and his associates to a conference to justify their claim to the youth center. According to the counselor the holding of the conference is the first step and the second step would be a lawsuit to order the closure of the center until the case is determined
RECOMMENDATION
(A) That for us to strongly fight the case, we recommend that the headquarter immediately upon the receipt of this report send USD$ 125.00 for the lawyer and for transportation to move around. Although, the case is in our favor; nevertheless we can’t fight it with empty hands.
(B) That considering the volume of work to be done by PCO-Liberia, we recommend that Rev. Jarwleh be given certain responsibilities to work closely with me.
